Overview
Learning Objectives
After completing this 2 hour seminar, participants will be able to:
- Distinguish between an equitable adjustment proposal and a delay claim
- List the criteria for determining if a request is a claim
- Identify the four approaches to an equitable adjustment
- Distinguish between entitlement and a quantum
- Identify the FAR provisions applicable to terminations (Part 49: termination criteria, applicability and definitions)
- Identify the two distinct types of terminations
- Identify the sources for obtaining DCAA audit policies on claims and terminations

Mr. Wayne Murdock, CPA
Senior Managing Consultant
Beason & Nalley, Inc.
Wayne is a Senior Managing Consultant with Beason & Nalley, Inc. He leads our Central Florida presence and provides Government Contract Consulting services to our national and international government contractor customers. Prior to joining our firm, Wayne spent 31 years with the Defense Contract Audit Agency in various executive level capacities which included managing a Central Florida DCAA office comprised of 50 auditors and supervisors responsible for performing over 500 contract audits per year at small to large defense contractors.
Wayne is an expert in Federal Acquisition Regulations, Cost Accounting Standards and all facets of DCAA audit defense and risk mitigation. Wayne was a key player within the DCAA in developing certain internal control (ICAPS) programs and training and leading agency initiatives in order to comply with Generally Accepted Government Auditing Standards. He has a unique expertise in business systems, information technology, operations and earned value management audits. He received the Defense Contract Audit Agency Director’s Team Excellence Award and was a member of a joint industry and government team which analyzed the development and implementation of ERP systems at DOD contractors. Wayne has developed and taught classes on auditing computer based accounting and management systems, and, currently teaches a class for Federal Publication Seminars on Government Audits and Resolving Audit Disputes.
Because Wayne just recently left the DCAA, he is in a very unique capacity to address and defend our customers who are experiencing heightened DCAA compliance issues related to business systems, incurred cost audits, cost & pricing issues and a myriad of other issues related to the new DCAA audit approach.
Mr. Murdock has a BBA Degree in Accounting from Georgia State University. He is also a graduate of the DCAA Director's Fellowship Program in Management, and has a Masters Degree in Administration from Central Michigan University.
